Provide dedicated actions for starting and stopping sites

Starting must only be possible if

• the site is active
• the site's state is STOPPED

Stopping must only be possible if

• the site's state is STARTED

Setting STARTED sites inactive must be forbidden.
Reloading inactive sites must be forbidden.
