In RepositoryWatcher, log a warning for StandardWatchEventKinds.OVERFLOW and if the key could not be reset

      Description

      Currently, an OVERFLOW is silently being discarded, and also if key.reset() returning false.
      Also, CREATE should be supported.

      Please create an PR for both branches, 1.23.x and 1.20.x
