Enhance configuration possibilities to use JDBC performance logger

Two possibilities should be provided:

1. prefix the JDBC URL of a single database connection with jdbcperflogger:
2. Enable performance logging for all database connections of a site using a (hidden) site property logJdbcPerformance
3. for appNG's root connection, use database.logPerformance=true in appNG.properties to enable performance logging
